Our General Overseer and Founder, Rt. Rev. Amos W. Tarpeh, Jr. began the Harvest Outreach Ministries, INC, on January 4, 1998 after an all night tarry that was held December 31, 1997. During the first worship service on January 4, 1998, over 60 people attended. He and his wife Rev. Janet Campbell Tarpeh were the first pastors. Bishop. Tarpeh pastor the church, Harvest Outreach Evangelical Church (the headquarters’) for two years and left for a missionary trip to the Republic of Ghana. In Ghana, he co-pastor the House of God Assembly an Evangelical ministry ministering to Liberian Refugees on the Buduburam Refugee Camp.

Bishop Amos W. Tarpeh, Jr is the General Overseer and Presiding Prelate of the Harvest Outreach Ministries a mission agency in Africa providing Spiritual Oversight, Training, Education and Care. He is the spiritual mentor of many pastors, evangelists, and Christian leaders in Liberia, Ghana and Togo.

Pastor Sammy Wisdom Thompson is the Senior Pastor of Harvest Outreach Ministries headquarters' church in Monrovia, Liberia. He is a graduate of the AME Zion Academy in Monrovia, Liberia.
 
In 1998 he received a certificate in a corresponding course, "Theology Education by Extension" (TEE, Pastoral Ministry) from the Liberia Baptist Theological Seminary. From 1999-2000 he did evangelism and church planting at the Bible League of Liberia with a certificate and diploma. 2000-2002 attended the Harbel Bible Training Center and graduated with a diploma in Pastoral ministry. 2005-2006 enrolled at the International Institute of Computer Studies and Man Power Development.
 
Presently he is a freshman at the Global University in Sinkor 9th street, Monrovia, Liberia. Pastor Thompson is married to Mother Comfort G. Thompson and their union is blessed with three children: Faith Emmanuel Thompson-1yr, Favor Daniel W. Thompson III-4yrs, and Fata Jangar Thompson-10yrs

Pastor Maxwell Debee is a called man of God who has a prophetic and apostolic calling on his life. He has a passion for souls and his vision is to see the kingdom of God expanded.

He is a sound biblical teacher and preacher. He is a motivational speaker and a mentor to youth. He has a vision for the orphans and less fortunate children of his country, Liberia.

Presently, He served as the Assistant Pastor of the Harvest outreach Ministries (headquarters' church) and the National Mission Director and Administrator of the ministries.

He has traveled to many African countries speaking at conferences. I have been blessed to reach the nations of Ivory Coast, Ghana, Guinea, Togo, Sierra Leone and Nigeria with the Gospel of Jesus Christ.
Pastor Maxwell is a graduate of the Matilda Newport High School in Monrovia, Liberia. He received his pastoral studies from the Shalom Bible College in Accra, Ghana. Pastor Maxwell has many years of pastoral ministries working with HOM churches in Ghana and Togo. He is happily married to Mother Naynay Debee and they have four kids.
