PREAMBLE

We, members of the Harvest Outreach Ministries of Monrovia, Liberia, accepting Jesus Christ as our Savior and Lord, and the Holy Bible as the full and sufficient rule of our faith and practice, do bind ourselves together as a body of baptized believers in Jesus Christ. We hereby declare and establish the following constitution to preserve and secure the principles of our faith.

ARTICLE 1: NAME

The name of the church shall be known as the Harvest Outreach Ministries; 

ARTICLE 2: OBJECTIVES / PURPOSE

This church, with Jesus Christ as her head, shall follow biblical principles to establish the New Testament Church:

  • To lead people to Christ, to build up believers to be His disciples, and
  • To unite and mobilize members in order to fulfill His Great Commission.
  • To worship the triune God, seeking to respond in obedience to His leadership, according to the scriptures.
  • To instruct, equip, and train Christians for ministry and service.
  • To fellowship together
  • To serve each other as members of the same local church as well as to serve the community in which we live.

ARTICLE 3: STATEMENT OF FAITH

This church subscribes to the Bible as its sole rule in matter of doctrine and faith. A full detail on the following statements can be received upon request from the church office.

  1. We believe that the Holy Bible, consisting of the sixty six books of the Old and New Testaments, is the inspired and infallible Word of God, the complete revelation of His will for the salvation of man, and the Divine and final authority for Christian faith and life.
  2. We believe in the one, true, eternal, and living God, self existing in three distinct persons - the Father, the Son and the Holy Spirit.
  3. We believe God is the creator and sustainer of all creation.
  4. We believe that Jesus Christ, the only begotten Son of God, was conceived by the Holy Spirit and born of the Virgin Mary; that in Him perfect humanity and deity is found in person; that He is the only mediator between God and man; that He was crucified on the cross and His blood was shed for the sins of all mankind to fulfill the requirement of God and of the Law; that He was bodily-raised from the dead, ascended into heaven and will return to earth imminently and bodily according to His promise, to judge the living and the dead.
  5. We believe in the Holy Spirit, the Third Person of the Godhead, who is of one substance, equal in power, and coexistent with the Father and the Son; that His ministry is to convict men of their sins, lead them to a saving faith in Christ, regenerate and indwell believers at the point of salvation, and continue to indwell, guide, teach, discipline, comfort and empower for godly living and service.
  6. We believe that man was created in the image of God; that in Adam all men have fallen into sin, and as sinners men are in need of God's salvation from the eternal punishment of hell.
  7. We believe that salvation of mankind depends solely on the finished work of Christ on the cross once and for all as the atonement for the sins of men; that by God's Grace penitent sinners who place their faith in the saving work of the risen Christ are regenerated and justified.
  8. We believe that there shall be a bodily resurrection of the just to eternal life, and of the unjust to eternal punishment.

ARTICLE 4: ORDINANCES

This church shall observe the only two ordinances taught in the New Testament:

  1. Baptism: This is the total immersion in water to identify with Christ's death, burial and resurrection. Only those who have accepted Jesus Christ as their personal Savior can be baptized as an outward, public testimony of the inward change.
  2. The Lord's Supper: The Lord's Supper is a symbolic act of obedience whereby members of the church, through partaking of the bread and the fruit of the wine, commemorate the death of Jesus Christ and anticipates His second coming.

ARTICLE 5: CHURCH COVENANT

The Harvest Outreach Ministries, as a family of believers in God led by the Holy Spirit to receive the Lord Jesus Christ as our Savior and Lord, and on the profession of our faith, having been baptized in the name of the Father, and of the Son, and of the Holy Spirit, we do now solemnly and joyfully enter into covenant with one another as one body in Christ.

The Harvest Outreach Ministries pledge to observe the ordinances of the Church, to participate in its worship services, educational programs and activities; to promote its prosperity and spirituality; to tithe of our income; to aid the disadvantaged; and to spread the Gospel throughout the world. 


The Harvest Outreach Ministries also engage to maintain family and personal devotions; to religiously educate our children; to seek the salvation of the lost in the world; to be honest and fair in our behavior; to strive for harmony among ourselves; to abstain from the sale and use of intoxicating drinks as a beverage; to use our influence to combat the abuse of drugs and spread the spread of pornography and gambling; and to be faithful in our efforts to advance the kingdom of our Savior. 

The Harvest Outreach Ministries further engage to watch over one another in brotherly love; to remember one another in prayer; to aid one another in sickness and distress; to cultivate Christian sympathy in feeling and Christian courtesy in speech; to be slow to take offense, but always ready for reconciliation. 

The Harvest Outreach Ministries will faithfully serve Christ by knowing, showing, and sharing His Good News wherever He leads us in our community and beyond. We pledge to unite with another church when we leave this Tabernacle and continue to carry out the spirit of this covenant and the principles of God’s Word. 

Article 6– Church Authority and Affiliation

 

The government of Harvest Outreach Ministries is vested in the body of members who comprise it. Persons duly received by the members shall constitute the membership. This church is subject to the control of no other ecclesiastical body, but Recognizes and sustains the obligations of mutual counsel and cooperation, with Bible believing Evangelical churches and ministries, in Africa and the World over.

 

Article 7 – Organizational Structure

 

The structure of Harvest Outreach Ministries may include a leadership

team comprising of the General Overseer, National Pastor, General Pastor, Regional Pastors, local Pastors and the leaders of all ministries within the church as set out

in the church bylaws.

 

1. OFFICERS

 

The National Office shall always be located in the home office (Headquarters’) of the National Pastor.The officers of The Harvest Outreach Ministries shall be the General Overseer (Presiding Priestly or Bishop) National Pastor, the General Pastor, the Board of Elders, the Regional Pastors, and as such officers The Harvest Outreach Ministries may from time to time determine. The Offices of the General Overseer, National and General Pastor comprise the Executive Staff.

 

All other offices shall be appointed or elected as the General Overseer, National Pastor or spiritual leaders deem fit.

 

2. DUTIES AND RESPONSIBILITIES OF OFFICERS

 

 A. THE GENERAL OVERSEER

 

The General Overseer is the President and Chief Spiritual Leader of the Harvest Outreach Ministries. He oversees the entire mission of HOM (including regions or districts). He ensures orderliness and operation of the national, general, regional, and local offices of HOM.

 

He protects and insures that the purpose and mission of the church are carried out and achieved, and that the Statement of Faith and the Constitution and Bylaws are strictly adhered to. The General Overseer appoints the National pastor. He receives counsel from the Board of Elders and Executive Staffs.

 

He appoints the National Pastor and Board of Elders.

 

Upon death or resignation the National Pastor assumes the office or the Board of Elders shall meet to elect his successors.

 

 

B. NATIONAL PASTOR: The National Pastor is the Spiritual Leader and National Coordinator of The Harvest Outreach Ministries. Upon death or resignation the General Pastor assumes the Office or the Board of Elders shall meet and Elect his successor. The 

National Pastor is responsible for insuring the purpose and mission of the Church is carried out and that the Statement of Faith and the Constitution and Bylaws are strictly adhered to. The National Pastor appoints the General Pastor and the Regional Pastors. The National Pastor receives advice and suggestions from the General Pastor, the Board of Elders and the Regional Pastors; however, the Executive Staff determines all final decisions pertaining to The Harvest Outreach Ministries

.

B. GENERAL PASTOR: The General Pastor (Assistant National Coordinator) is the assistant to the National Pastor and next in line should that office become vacant. The General Pastor is appointed by the National Pastor and serves as long as he is in good standing and upholds his integrity. Additionally the General Pastor is the direct supervisor of the Regional Pastors and seeks to resolve any and all conflicts within the regions if called upon by any Regional Minister.

 

 

C. BOARD OF ELDERS: The Board of Elders, appointed by the General Overseer, with options for reappointment, consists of at least Seven and no more than Nine persons, each serving three-year terms. The duties and responsibilities of the Board of Elders are to assist advice and counsel the General Overseer, National Pastor as well as the Regional Pastors.

 

The Board of Elders has the right to recommend to the office of the General Overseer any impropriety on the part of a pastor or minister of HOM. The Board of Elders and the Executive Council shall meet to elect the successor of the General Overseer or the National Pastor.

 

D. REGIONAL PASTORS: The National Pastor with advice and counsel from the General Pastor and the Board of Elders appoint the Regional Pastors. Regional Pastors serves as long as he is in good standing and upholds his integrity. The duties and responsibilities of the Regional Pastors are to assist, encourage, elder, support and mentor local pastors. It is the duty of the Regional Pastor to insure each local pastor, ministry, church and other affiliations of The Harvest Outreach Ministries operate within the framework of the Constitution and Bylaws and that the Statement of Faith is strictly adhered to. Local

pastors, ministries, churches and other affiliates report any problems or concerns directly to the Regional Pastors. Regional Pastors are encouraged to resolve any problems or concerns at the regional and local level before contacting the General Pastor, the Board of Elders, the National Pastor or the General Overseer for advice and counsel. Regional Pastors are under the direct supervision of the General Pastor.

 

E. LOCAL CHURCHES

The basic unit of the life and work of The Harvest Outreach Ministries is the Local Church.

 

The Local Pastor is the spiritual head of the local church. A Local Church is comprised of persons who subscribe to the Statement of Faith of The Harvest Outreach Ministries and who are organized for Christian worship, for the furtherance of Christian fellowship and for ongoing work of Christian witness. Local churches are congregationally-governed and are semi-autonomous. In accordance with the custom and usage of a Local Church, persons become members by Confession of Faith in Christ, reaffirmation of faith or by letter of transfer or certification from other Christian churches.

All persons who are or shall become members of a Local Church of The Harvest Outreach Ministries are thereby members of HOM, Int’l.

 

 

Article 8 – Perpetual Succession and Powers

 

Harvest Outreach Ministries shall have perpetual succession and has

power to acquire by gift, device, bequest, trust agreement, contract or otherwise, real and personal property within and without the province. The church may hold, sell, dispose of, exchange, mortgage, and lease, let, improve and develop such property. Without restricting the generality of the foregoing, it may acquire in any way or ways real and

personal property for the purpose of funding the purposes of Harvest Outreach Ministries and deal with any and all such property as empowered by this section.

 

Article 9 – Charitable Status

 

Harvest Outreach Ministries shall carry out all of the above purposes

without purpose of gain for its members or adherents, and any profits or other accretions to the church shall be used in promoting its purposes

.

Article 10 – Dissolution

 

In the event of the dissolution of this church, all its remaining assets, after Payment of liabilities, shall be distributed to other charitable organizations, which are qualified donees under the Tax Act of Liberia or in countries where the church shall exist and operate. Dissolution of

Harvest Outreach Ministries can only be accomplished through two-thirds majority vote that has been published by all reasonable means to the membership at least six weeks in advance.

 

 

Article 11 – Amendments

Section #1: Changes in the constitution and by-laws may be made at any regular business meeting of Harvest Outreach Ministries provided each amendment shall have been published by all reasonable means to the membership at least two weeks in advance. Amendments to the constitution of Harvest Outreach Ministries can only be accomplished through a two-thirds majority vote of members present.

 

Section #2: Articles II, VII, VIII, and IX of the constitution are unalterable.

 

 

 

                            Bylaws

1.0 CHURCH MEMBERSHIP

1.1 INTRODUCTION

This is a sovereign and democratic church / Ministries under the Lordship of Jesus Christ. The membership of the Harvest Outreach Ministries shall be composed of the persons who are saved by grace through faith in the Lord Jesus Christ and are listed on the church rolls. The membership shall be referred to as the church. The church also reserves the right to terminate the membership of those who deviate from the beliefs and covenant of this church body as set forth in this Constitution and Bylaws.

1.2 ADMISSION OF NEW MEMBER

Any person attaining the age of twelve (12) will be eligible for admission into the church by any one of the following ways:

(1) By Baptism:

  1. Anyone who expresses faith in Jesus Christ as his/her savior, and who accepts the doctrines and purpose as stated in the constitution of the church, may be received as a candidate for baptism. After baptism, he/she automatically becomes a member of the church.
  2. Anyone from another denomination who has not been baptized by immersion, who comes acknowledging his/her faith and accepting the doctrines and purpose as stated in the constitution of the church, may be received as a candidate for baptism. After baptism, he/she automatically becomes a member of the church.
  3. Having expressed the desire for membership, the candidates will be presented to the congregation for acceptance.

(2) By Letter:

Members from other churches of like faith and order, who have been baptized by immersion, and who accept the doctrines and purpose as stated in the constitution of the church, may be accepted by letter of transfer.

(3) By Statement:

Anyone who has been a member of a church of like faith and order, baptized by immersion, but whose membership has lapsed, or lost, and who accepts the doctrines and purpose as stated in the constitution of the church, may be received as a member by a statement of faith.

1.3 PROCEDURES FOR ADMISSION

  1. Submit in writing a membership application form.
  2. Attend the baptismal or membership orientation class.
  3. The pastor and the deacons will arrange a counsel session with the individual applicant.
  4. Upon recommendation by the pastor and the deacons, the applicant will then be accepted into the church by baptism or by a majority vote of the members present and voting at any membership meeting.

1.4 TYPES OF MEMBERSHIP

1. Active Members

An active member is one who has demonstrated consistent participation in the services and related activities of the church. An active member is one who supports the church through his or her time, talent, and treasure.

 

2.  Inactive Member

 

An inactive member is one who has shown no consistent interest in the church. After efforts have been made to restore active fellowship, according to the Biblical pattern, and after an absence of three consecutive months, if the inactive member still displays no interest the said person shall be removed from the membership list of the

church.

 

3  Adult member:

Any person who is eighteen (18) or over will be classified as an adult member.

4  Junior member:

Any person who is under eighteen (18) will be classified as a junior member. A junior member will automatically become an adult member when he/she attains the age of eighteen. A junior member has no right to vote.

1.5 DUTIES AND RIGHTS OF MEMBERS

  1. All members are expected to be faithful to Christ and the church in worship, witness, fellowship, ministry, financial support, and participation in membership meetings.
  2. All adult members are entitled to vote in all elections and on all agenda items in all membership meetings in person.
  3. All adult members of at least one year of membership are eligible for consideration as candidates for elective offices.
  4. All adult members who have been absent from corporate worship for 12 consecutive months will be precluded from voting in any membership meeting.

Note: only active members shall be entitled to a vote on all     issues brought to the church. Members must be present in order to vote.

1.6 DISCIPLINE OF MEMBERS

  1. It shall be the practice of the Harvest Outreach Ministries to encourage her members to take every reasonable measure to assist any troubled member. The pastor, other ministerial staff, and deacons are available for counsel and guidance. Redemption rather then punishment should be the guideline which governs the attitude of one member toward another.
  2. Should some serious conditions exist which would cause a member to become a liability to the general welfare of the church, every reasonable measure will be taken by the pastor and by the deacons to resolve the problem. All such proceedings shall be pervaded by a spirit of Christian kindness and forbearance. But, finding that the welfare of the church will best be served by the exclusion of the member, the church may take this action by a three-fourth vote of the members present at a meeting called for this purpose; and the church may proceed to declare the offender to be no longer in the membership of the church.
  3. Any person whose membership has been terminated for any condition which has made it necessary for the church to exclude him/her may upon his/her request be restored to membership by a vote of the church upon evidence of his/her repentance and reformation.

1.7 TERMINATION OF MEMBERSHIP

Membership may be terminated by any one of the following ways:

  1. By death.
  2. By letter of recommendation to transfer membership to another church upon request of the member.
  3. After an offence has been committed where the said party refuses to makes things right as is laid out in Matthew 18:15-20 .
  4. By a three-fourth vote of the members present at any membership meeting upon recommendation by the board of deacons.

 

2.0 CHURCH STAFF

2.1 INTRODUCTION

All church staff must be members of the church.

2.2 PASTOR

A pastor shall be appointed by the General Overseer, National Pastor or call by the Local church.

The pastor is responsible for leading the church to function as a New Testament church. The pastor will lead the congregation, the Church Council, and the church staff to perform their tasks.

The pastor is the leader of pastoral ministries in the church. As such he works with the deacons and church staff to: (1) lead the church in the achievement of her mission, (2) proclaim the gospel to believers and non-believers, and (3) care for the church members and other persons in the community.

His responsibilities include the following:

  1. Provide leadership for congregational services, and lead in conducting the church ordinances (Baptism and the Lord's Supper).
  2. Officiate wedding ceremonies and funeral services.
  3. Work closely with the deacons in their training and performance in their work of proclamation, caring and building up of the church fellowship.
  4. Serve as chairman of the church council and provide administrative leadership for the total church program. Be an ex-officio member of all organizations, departments and committees.
  5. Supervise church staff according to the plan of staff organization, and provide for staff training and development.
  6. Make himself available for counsel to church members in private and scheduled visitation.
  7. He/she shall appoint committees not specified by motion or otherwise, and shall act as ex-officio member of all committees, giving them whatever he can.

2.3 CALLING OF PASTOR

A pastor shall be appointed by the General Overseer, National Pastor or call by the Local church.

The pastor shall be chosen and called by the church whenever the vacancy occurs. A pastor selection committee shall be appointed by the church to seek out the pastor, and its recommendations will constitute a nomination. The committee shall bring to the consideration of the church only one name at a time. Election shall be by ballot in a meeting called specifically for that purpose, of which at least one week's advanced notice should be given. Affirmative vote of three-fourth of those present is required for approval. The pastor, thus elected, shall serve until the relationship is terminated by his request or the church's request. The pastor shall give an advance notice of at least three months at the time of resignation before terminating his responsibilities as pastor.

2.4 OTHER MINISTERIAL STAFF

The church shall call or employ such staff members as deemed necessary and appropriate by the pastor and church. A job description shall be written when the need for staff members is determined. Such staff members shall be recommended to the church by the Personnel Committee and approved by the church. At least four weeks advance notice at the time of resignation should be given.

Associate ministers shall be responsible and accountable to the church through the pastor.

3.6 TERMINATION OF PASTOR AND MINISTERIAL STAFF

The pastor and other ministerial staff can only be terminated upon the following grounds:

  1. (a). breach of faith - no longer observes the Constitution, the Statement of faith and the Covenant of this church, or
    (b). break-down of personal integrity;
    and
  2. Three-fourth approval vote of those present in a membership meeting called specifically for that purpose.

3.0 THE BOARD OF DEACONS

3.1 INTRODUCTION

The church will have five (5) or more deacons. Deacons are to be recognized as the servants of the church and associates of the pastor. The number of deacons elected will be determined by the need of the church. There will be approximately one deacon for every 10 church families.

3.2 RESPONSIBILITIES OF DEACONS

  1. Assist the pastor and the ministerial staff in performing pastoral ministries.
  2. Proclaim the Gospel to unbelievers.
  3. Engage the church in a fellowship of worship, witness, education, and ministry.
  4. Care for the church members and other persons in the community.
  5. Guard the unity and harmony of church members.
  6. Assure the faith and spiritual welfare of church members.
  7. The Board of Deacons will serve as the membership committee.

3.3 QUALIFICATIONS OF DEACONS

  1. Must meet the requirements of Biblical teaching (I Timothy 3:8-13).
  2. Must be a member of this church for at least three years.
  3. Has served as a council member for at least one year.

3.4 PROCEDURES FOR ELECTION OF DEACONS

  1. Nomination of a candidate shall be made in writing, co-signed by five members to the Board of Deacons. All nominations shall be submitted to the Board of Deacons at least two months prior to the annual membership meeting.
  2. The pastor and the deacons will interview the candidates. Upon unanimous recommendation by the Board of Deacons, the candidates shall be presented to the congregation at a regular worship service two weeks prior to the annual membership meeting.
  3. The deacons shall be elected by a three-fourth majority of the members present at the annual membership meeting.
  4. The elected deacons will be installed by a committee of pastors.

3.5 TERMS OF OFFICE

The church may choice to have more deacons but the church will elect serving deacons for a term or the pastor shall appoint serving deacons.

  1. Each deacon shall serve a two-year term.
  2. Deacons will be elected on a rotation basis. Each year one-third of the Board of Deacons shall be replaced or as the pastor deem fit.
  3. In case of death or removal or incapacity to serve, the church may elect a deacon to fill the unexpired term if it is longer then one year.
  4. A deacon who has served one term will have to retire for at least one year before he is eligible for re-election.
  5. Husband and wife cannot serve as deacons in the same term.

MEETING

The Board of Deacons shall hold meetings on a regular basis or as often as necessary.

4.0. CHURCH Trustees

 

    1. The church shall elect as deemed appropriate, five (5) adult members of the church to serve as trustees. The trustees shall be elected on an annual basis. The Pastor shall be an ex-officio member of the trustees.

 

    2. The trustees shall serve as the legal officers of the church in any and all matters dealing with real and personal property.

 

    3. Any church business meeting authorizing such action by the trustees shall give not less than two (2) weeks’ notice, including two (2) Sundays, of such action in compliance with the Religious Societies’ Land Act of Pennsylvania.

 

    4.  The trustees must sign with three (3) signatures any and all legal documents.

 

     5. The trustees shall make a report at the next scheduled regular business meeting following any action on the church’s behalf.

 

5.0 Church clerk

 

     1. The church shall elect annually a church clerk whose duties it shall be, to keep a fair record of all church business proceedings,

 

      2. The church clerk shall enroll the names of all members, new members, with dates of their manner of admission and dismissal and release all letters ordered by the church.

    

      3. The church clerk shall make a report to the church at each regular business meeting.

   

      4. The Church clerk shall serve as secretary of the Church council

 

      5.  The church clerk shall keep records of baptism and records of those on the inactive member list.

 

 6.0 Church Treasurer

 

      1. The church shall elect annually a church treasurer whose duties it shall be, to receive all funds belonging to it and pay them out as directed by its order.

 

      2. He/she shall record all receipts and expenses in a timely manner.

   

      3. He/She shall keep separate accounts of all funds raised or contributed for particular purposes, and no funds shall be disbursed except for the purposes they were raised and contributed.

 

      4. He/She shall have custody of all funds of the church and all deposits made in the name of the church, all checks drawn shall be in the name of the church.

 

      5. He/She shall have custody of all securities, investments, title papers, and other valuable documents of the church.

 

      6. The Treasurer shall present to the church an itemized report of receipts and disbursements showing the actual financial condition of the church quarterly and at each annual meeting.

 

 7.0 Financial Secretary

 

     1. The church shall elect annually a Financial Secretary whose duty shall be to furnish each member of the church with a pledge card and envelop of contribution to church expense and benevolence.

 

     2. He/She shall keep a record of all pledge made; to collect all money contributed and to keep the correct amount thereof between the church and its members.

 

      3. He/She shall deposit such collection, weekly, in the bank selected by the Finance Committee.

 

      4. He/She shall sent periodic statement of account to each contributor.

8.0 OTHER VOCATIONAL STAFF

The secretaries and custodians shall be employed as needed and likewise be recommended to the church by the Personnel Committee and approved by the church. At least two weeks advance notice at the time of resignation/termination should be given.

9.0 MEMBER’S Meetings

 

    1. Annual member’s meetings shall be held in the second quarter of each year. Other meetings will be held and called as needed.

 

    2. No business shall be transacted in the pastor’s absence unless absolutely necessary or without his knowledge and consent. In case such business should be transacted in the pastor’s absence and without his knowledge and consent, he shall have the exclusive right to call the matter for reconsideration.

 

    3. The pastor or his designee shall act as moderator (Chairman of the Deacon Board, Associate Pastor) of all business meetings of this church.

 

     4. A quorum of not less than five shall constitute a quorum for the transacting of business.

 

     5. Special member’s meetings may be called by the pastor, (or moderator if someone other than the pastor), or at the request of five or more active members. Two weeks notice shall be given for such a meeting, except in the event of what is deemed as an emergency, where 48 hours written notice is given to at least 75% of active members. The written notice may be waived in the event that at least

75% of active members are present at a regular service and by vote call a meeting to order.

 

      6. Only active members are eligible to vote regarding the transactions of this church.

 

      7. Except where otherwise provided in the constitution and by-laws, Robert’s Rules of Order shall be used as a guide in the conducting of the member’s meetings of this church.

10.0 CHURCH COUNCIL

10.1 INTRODUCTION

The function of the Church Council shall be to recommend to the church suggested objectives and church goals; to review and coordinate program plans recommended by church staff and committees; to recommend to the church the use of leadership, calendar time, and other resources according to program priorities; and to evaluate program achievements in terms of church goals and objectives. All matters recommended by the Church Council are subject to approval by the church membership.

The Church Council shall be made up of the following members:

  1. Pastor and ministerial staff.
  2. Chairman of the Board of Deacons.
  3. Chairmen of all standing committees.
  4. Chairmen of all ad hoc committees.
  5. Heads of Auxiliaries / Departments.

The chairman of the Church Council shall be the pastor of the church. The vice-chairman and secretary shall be elected by the Church Council. No two Church Council members shall be husband and wife. No Church Council member shall represent more then one standing or ad hoc committee. No vocational staff shall serve in the Church Council.

10.2 STANDING COMMITTEES

General

Church standing committee members shall be nominated by the Nomination Committee and elected by the church. The committee members shall serve on a three year term. A retired committee member is required to wait one year before he/she is eligible for re-election to the same committee.

Each committee shall be consisted of a chairman plus two or more members. The Nomination Committee shall recommend the number of committee members for each committee.

No one shall serve simultaneously in more than two standing committees.

Objectives of Standing Committees

The objectives of each standing committee shall be as follows:

Evangelism Committee

  1. To plan and organize evangelistic outreach programs.
  2. To encourage and train the church to win lost souls.
  3. To promote spiritual growth.
  4. to plant new churches and develop cell groups

Finance Committee

  1. To manage all church finances, receipts and disbursements.
  2. To be responsible for financial planning, budgeting, accounting, and issuing financial reports.
  3. To teach and promote stewardship.

General Business / Planning Committee

  1. To provide supporting services to all church programs and activities.
  2. Plan all church programs and events
  3. To maintain church properties.

Literature Committee

  1. To provide and encourage the church to read spiritual literature.
  2. To publish church magazines and newsletters.
  3. To evangelize with literature.

Mission Committee

  1. To support and promote mission organizations.
  2. To train the church for mission work.
  3. To establish missions.

Music Committee

  1. To provide music and musical education for the church.

Personnel Committee

  1. To assist the church in matters related to employed personnel administration.
  2. To determine staff needs employment, salary, benefit, and performance.

Sunday School Committee

  1. To organize and to run the church Sunday School and Children Worship.
  2. To plan and to organize teacher training programs.

Training Fellowship Committee

  1. To train the church proper service to the Lord on the basis of sound biblical principles.
  2. To encourage corporate fellowship for the spreading of the gospel.

10.3 ELECTION OF STANDING COMMITTEE MEMBERS

The Nomination Committee is responsible to identify potential candidates and to submit their names to the Church Council for discussion and approval. The Nomination Committee shall study the needs of the church and recommend the number of members for each committee. The church can nominate additional candidates by a majority approval vote during a membership meeting. The committee members shall be elected by a majority ballot in a membership meeting.

10.4 AD HOC COMMITTEES

The Church Council shall recommend ad hoc committees be set up to serve special needs of the church. The Church Council shall clearly state the objectives, responsibilities, and term of duration for each ad hoc committee. The election of the committee members shall be similar to that for the standing committee, except that the candidates shall be nominated by the Church Council and the church. At the end of the term, the committee shall be dissolved, unless otherwise recommended by the Church Council and approved by the church.

10.5 QUALIFICATIONS OF COMMITTEE MEMBERS

A committee member:

  1. Should be an adult member of the Church for a minimum of one year at the beginning of his/her term of serving as a committee member.
  2. Should attend Sunday Worship and Sunday School regularly.
  3. Should participate in offering regularly.

10.6 ELECTION OF COMMITTEE CHAIRMEN

Each newly elected committee shall meet and elect the chairman of the committee. The chairman should previously have served the committee for a minimum of one year. The chairman will be a member of the Church Council representing the committee.

 

Amendments of Constitution and Bylaws

Changes in this constitution and bylaws may be made at the annual membership meeting, provided each amendment shall have been presented in writing at a previous meeting, and copies of the proposed amendment be furnished to each member present. Amendments to the constitution shall be by two thirds vote of all members of the church present entitled to vote; amendments to the bylaws shall have a concurrence of a majority of the members present and voting.
